MISSION STATEMENT:The North Shore Girls Travel League aims to teach all players the fundamentals of the game of basketball, focusing on the development of team concepts and ideals, as well as individual skills. We strive to teach participants to compete to their highest level of ability, while learning to win and lose with class. We provide a safe and abuse-free environment and expect players, coaches and fans to be respectful of each other and all officials and opponents.

CODE OF CONDUCT: Any player, coach, parent, or fan that gets ejected from a gym by a referee or Town Director, for abusive and/or threatening behavior of any kind, is barred from attending any more games that season, home or away. Our league follows Mass. Interscholastic Athletic Assn. (MIAA) conduct and sportsmanship rules. Our referees are certified IAABO officials and have total jurisdiction in the gym during and between games. No profanity will be tolerated. No taunting of other players, coaches, or fans will be tolerated.

NORTH SHORE GIRLS TRAVEL BASKETBALL LEAGUE BY-LAWS for 5th, 6th , 7th & 8th Grades - 2015-2016 Season

1. Games will be played with 16 minute stop time halves.

2. 4 times outs per game as follows: Three full time outs and one 30 second time out allowed per game. 1 additional time out per overtime.

3. Games will not end in a tie. Overtime (s) will be 3 minutes long.Pressing will be allowed in the last minute of each OT for 5th & 6th grade.


4. Players will shoot a one-and-one foul shot on the opposing team's seventh foul in a half. Two shots will be allowed on the tenth foul. There will be no fouls shots on team control fouls as well as player control fouls

5. Players will foul out of the game on the fifth personal foul. It is important to know that technical fouls count as personal fouls.

6. 3 point shots are allowed on all grade levels if the playing floor is marked.

7. Home and Visitor teams are required to provide personnel for time keeping and scoring.
Town Coordinators are to make their Scorer and Timekeeper aware that they are part of the game officials crew, and therefore should not be challenging the officials calls at any point in the game, and should not be acting as ‘over zealous fans’ while at the scorer’s table.

9. An 8 minute minimum playing time rule per player per game is in effect for all teams that arrive a game with 10 or more players. Issues/problems should not be dealt with between coaches (after a game), but rather should be reported to your town’s Director. ANY TEAM THAT ARRIVES WITH LESS THAN 10 PLAYERS SHALL BE SUBJECT TO THE FOLLOWING PLAYING RULES:

9 players - each player must play a minimum of 10 minutes a game
8 players - each player must play a minimum of 12 minutes a game
7 or less - each player must play a minimum of 16 minutes a game

10. Pressing will not be allowed with a lead over 10 points for the 5th and 6th grade and 15 for grades 7th and 8th.

11. Two patch officials will be required for all games. The Home team is required to supply and pay for the officials. 

12. Based on the 2014-15 change by the National Federation of State High School Association, players in marked lane spaces will be able to move into the lane when the ball is released by the free-throw shooter.

Each North Shore Town will pay a fee of $500 per team for the season to the League Administrator towards management and playoff fees.

12. Coaches and Town Coordinators are responsible to see that their team meets all eligibility requirements. Coaches or Town Coordinators will be required to send rosters on the specified roster form to the web master by 1/15/2016. Rules that will be followed with this form are:

a. September 1st shall be the determining date for the age of players (start of school). Players can not turn 13, 14, and 15 before this date and play on a 6th grade, 7th grade, and 8th grade team, respectively. Eligible player ages by grade for the current playing season are:

5th Grade 12 on or after 12/31/2015
6th grade 13 on or after 12/31/2015
7th grade 14 on or after 12/31/2015
8th grade 15 on or after 12/31/2015

Each league coordinator is required to have access to copies of player birth certificates (BC). Each coordinator should hold onto the BC. If an opposing coach questions a player’s age, his coordinator should contact the league commissioner who in turn will request the player’s BC from the player’s league coordinator.

b. Teams can only draw and roster players that live or reside in the team's respective high school district or attend the respective high school district.

Players that live in the high school district but attend another school outside the district are eligible to play. Choice students that live outside the district but do attend a school in the high school district are allowed to play.

A team in violation of rule 12a. or 12b. without prior commissioner approval will forfeit all games up to that point in the season and the team will not be allowed to play in the post season tournament. The player will be removed from that team and the coach will be suspended for one game.

c. Teams must roster a minimum of 10 players for the season unless approved by the commissioner and are required to have a minimum of 10 players for each playoff game, or be subject to a forfeit. ALL REQUESTS AND CHANGES WILL BE SUBJECT TO REVIEW BY THE LEAGUE'S COMMISSIONER.

A player in 6th, 7th, or 8th grade will be required to play in a minimum 8 regular season games in order to be eligible for the playoffs. In 5th grade the requirement will be 6 games.

Having a roster of less than 10 players for the playoffs is only allowed due to injury or other extenuating circumstances, and must be reviewed and approved first by the Commissioner.

d. Before the completion of the current season ending 12/31, a team’s roster can be changed. After 12/31 all rosters are "frozen" and new players can not be added to a team's roster without the agreement of all team coordinators and the league commissioner.

If a team’s roster falls below the minimum of 10 players after 12/31, players may be added after the approval of LEAGUE COMMISSIONER. Whenever possible players that were initially “cut” should be added first.

e. Players can "play up" at the next grade level but they will be required to play on just that team for both the regular season and Post Season Tournament. A player cannot play on more than one level or team unless prior approval by the commissioner is granted.

Players can not “play down” in grade even though they meet age requirements unless prior approval is granted by the commissioner.

If a rostered (8th grade) player makes her high school's basketball team, she may play for her (8th grade) youth traveling team provided his high school team does not have a practice nor a game on her (8th grade's) team game day. Also, if a rostered (8th grade) player elects to play just on her high school's team during the regular season, this player will be allowed to resume play on her (8th grade) youth team once the high school season is over.

ANY REQUESTS FOR CHANGES OR VARIATIONS WILL BE SUBJECT TO REVIEW BY THE LEAGUE COMMISSIONER.

13. Game results for each grade will be input into the League Web site by both the winning and losing coach or the Town Coordinator. This should be done by the following Tuesday, 5:00pm, after each weekends’ games.

14. When teams finish their regular season tied, the following tie-breaking rules will determine tournament seeding:

a. Head to Head records

b. Goals against 

c. Flip of a coin by the league commissioner.

15. All regular season teams are required to play in their respective grade's Post Season Tournament.

a. For the 2015 – 16 season, the League standings will be kept on a ‘1st through x place’ basis in all grades

b. The Playoffs will be a ‘double-elimination’ format with 2 divisions depending on the number of teams in the league. There may be some final adjustments to the divisions before the playoff seeding.

Coaches are responsible for controlling their team’s bench, parent and fan behavior during games.

Our league follows National High School Federation Rules with regards to bench conduct and decorum. WE ENCOURAGE OUR OFFICIALS TO ENFORCE THESE RULES:

i. ONLY the Head Coach of a team is allowed to stand. Assistant coaches may only stand with the team to cheer a good play, but then return to their seat. The Assistants may also stand during timeouts.

ii. The Head Coach should remain in the “Coaches Box” during the game while standing. This is a 6 foot long area in front of their teams’ bench. The Head Coach should be the only coach calling a timeout from the bench. The Head Coach should only approach the scorer’s table to inquire about a correctable error and requesting a conference with the referees.

iii. Assistant Coaches should not have contact with scoring, clock personnel or officials and should remain seated during the game.

Each league coordinator will be responsible for handing out copies of the LEAGUE Code of Conduct to their respective coaches, players, and the fans. Each league coordinator should ask the officials to enforce these rules by giving the head coach one warning. If a second violation occurs then a bench technical will be called. The opposing coach will call in the violation to his team's league coordinator, who in turn will call the League Commissioner. FURTHER PENALTY MAY RESULT AFTER REVIEW BY A LEAGUE BOARD.

If any parent, adult or youth fan, or coach confronts a referee during or after a game, that person will be expelled from attending all remaining games for that season, home or away.

17. If a coach or player is ejected from a game there will be a one game suspension. The opposing coach will call in the violation to his team's Town Coordinator, who in turn will call the League Commissioner. FURTHER PENALTY MAY RESULT AFTER REVIEW BY A LEAGUE BOARD.

18. For the 5th Grade and 6th Grade, man-to-man defense is required. For the 7th grade and older a zone defense is allowed.  Coaches will emphasize teaching man-to-man at all levels of play.

For the 6th grade, full court man to man pressing and trapping is allowed in the last 2 minutes of each half, however, no pressing is allowed after a 10 point lead.
 
For the 5th grade, man-to-man pressing only allowed during last 2 minutes of each game. However, no pressing is allowed after a 10 point lead. 5th Graders are allowed to cross over the free throw line when shooting. (They must start behind the line).

A.  Points of Clarification for 5th & 6th Graders:

i.             Man to Man Defense means to keep within 3 to 4 feet of your man on strong side. No double-teaming will take place. Weak side defenders may put one (1) foot in the lane. Two feet in the lane on weak side or double-teaming is a violation which results in a warning. Technical fouls may be awarded by the referee after the second warning.

ii.   Man-to-man defense does allow for ‘help-side’ defensive concepts to be employed. The intention is to discourage teams on the offensive side from isolating one strong player on one side of the court and going 'one on one' for the entire game or at least for an extended number of times.

iii. The rule: No zones are allowed.

iv.  In the front court, between the 3 point arc and the half court line, 'help' defense is not allowed. This means there is no trapping or double teaming. (However, If the offensive team sends the other 4 players to the farthest 4 corners of the court, the defensive players will NOT be expected to stay within 3 to 4 feet of their man, EVEN OUTSIDE the 3 pt. arc.)

In the area between the 3 point arc and the 'paint', help defense is allowed, but it must be ‘help & recover’ or ‘switching’ defense, so one offensive player is guarded by only one defensive player. This means that a double team or a 'trap' would not be allowed in this area.

Inside the paint there is no restriction. The feeling here is that inside the paint there is so much traffic that it is too difficult for a referee to manage the type of defense being played.

The officials at the game site have the final responsibility for interpreting the violation. If there is no advantage being gained then the official may not call the violation.

Each Town Coordinator is responsible for ensuring his coaches understand these guidelines.

*** If any coach has an issue with the rule it is to be addressed with their TOWN COORDINATOR - NOT the referee or the league commissioner. or the other coach.
 

19. TEAM ENTRIES - Member towns may enter all their travel teams by grade and by "level"
Divisions will be made based on the team entries by grade.

20. Each team must provide a minimum of 8 "home dates" for their games. The gym cost and referee cost is the responsibility of the Home Team.
